Unfortunately, it adds so much loot and high end guns at much to early a place in the game that it ruins all balance (and this is with low loot version). I love what A World of Pain adds in the areas of new places to explore - in fact, it feels the way FO:NV should have been - a lot of epic quests but also with lots of LARGE places to explore - it fixes this issue nicely.
